The Responsibility taken from KFOR in specific areas
Transition Process
At the begining of the mission in Kosovo, KFOR was totally responsible for ensuring public safety and order until the international civil presence could take  this task. Civilian police was only advising KFOR on policing matters and establishing liaison with local and international counterparts.
In the second phase,  UNMIK Police gradually take over responsibility for law and order from KFOR. This responsibility is taken step by step and UNMIK civilian police carry out normal police duties and  have executive law enforcement authority.

UNMIK Police has assumed full responsibility for law enforcement in two of the five regions (Pristina and Prizren), in accordance with the Mission's basic strategy that it should only assume full responsibility when it has the strength to deliver. In areas where UNMIK Police have no assumed full law enforcement responsibility, they have nonetheless assumed primary· responsibility for conducting criminal investigations. In these areas, non-investigative law enforcement functions are carried out by KFOR, with support and advice from the civilian police professionals
